Osborn has more than 40 years of experience in the water and sewer industry, dealing with pipelines, pump stations and treatment plants. He worked 31 years for Insituform, where he provided a wide range of engineering services. Over those years Insituform grew from manufacturer and technology provider into a large, global contractor.

Osborn retired from Insituform in December 2014 and started LEO Consulting, an engineering consulting firm based in St. Louis specializing in the trenchless rehabilitation of pipelines. He also serves as a technical director for NASSCO.

ASCE members elected to Fellow status have made celebrated contributions and developed creative solutions that have enhanced lives. Fewer than 3.5 percent of Society members hold this prestigious honor.
