NUCA Takes Step Forward with Modernized Leadership Structure

Positioning itself for long-term growth the National Utility Contractors Association (NUCA) announces a new leadership structure. Chris Barrett has been named chief staff officer (CSO), and effective Oct. 16, Zack Perconti will take on the role of chief advocacy officer (CAO).

“With this step forward, NUCA is investing in both proven leadership and expanded advocacy capacity,” said Kevin Cripps, NUCA chairman of the board. “Chris Barrett brings more than 25 years of executive association management experience, ensuring organizational stability and effective governance. Meanwhile, Zack Perconti has spent the last six years leading NUCA’s advocacy efforts in Washington, and as CAO he will build on that foundation to expand our reach and strengthen NUCA’s national presence. Together, their complementary leadership ensures that NUCA can both serve our members with excellence and grow our industry’s influence.”

This dual-leadership model provides the association with both operational continuity and external momentum. The chief staff officer is charged with internal management and governance, while the chief advocacy officer will focus on advocacy, external relationships, and industry influence.

Together, this model strengthens the association’s ability to deliver on its mission and better serve members across the country. Barrett, who has served with NUCA for nine years, most recently as interim CEO, will continue to lead operations, governance, and financial oversight in her new CSO role. Perconti, who has been instrumental in NUCA’s lobbying and advocacy efforts, will now focus full-time on expanding NUCA’s external engagement, membership growth and industry partnerships.

The association exists for the betterment of America’s infrastructure and the utility contracting industry that builds and maintains it. Everything NUCA does is by, with and for its members — aiming to grow strong connections and unified voices. These guiding principles serve as the foundation for NUCA’s new leadership model.

This modernization is a positive step forward for the association, creating a balanced partnership that supports both continuity and growth, and ensuring that NUCA remains the strong, unified voice for America’s utility contractors.
